Accessible Journeys Everywhere
All Aboard wants all buses, trains and trams, supporting infrastructure and service information to include the needs of all Victorians. Universal access is a human right and we need action NOW from Government and transport operators to ensure that we are all aboard.
What do we want?
All people must have full and equal access to our public transport system, including those using mobility aids like crutches, wheelchairs, scooters or walking frames, parents with prams, people with other physical or sensory impairments and others in the community with a range of access needs.
We call upon the Victorian Government and operators of trains, trams and buses around Victoria to show leadership and make our public transport system independently accessible for all Victorians. We want action NOW in the following key areas:
1. Accessible vehicles
1.1. All trains, trams and buses must be designed to enable independent level access for passengers using all kinds of mobility aids..
1.2. All trains, trams and buses must have visual displays and audible announcements both internally and externally, to inform passengers of each stop and the transport route.
1.3. All new trains, trams and buses should be built to a consistent internal design standard that allows easy navigation by passengers using mobility aids and those with vision impairment. Priority seating and allocated spaces should be easy to find and clearly marked for the benefit of all passengers.
1.4. In regional, rural and remote areas, a vehicle based solution needs to be found and implemented to enable independent access for all passengers without the use of dedicated public infrastructure.
2. Accessible transport infrastructure
2.1. All railway station platforms, tram stop platforms, and bus stops must be designed to enable independent level access for passengers using wheelchairs and other aids and devices.
2.2. All railway stations, platform tram stops and bus stops must have ramps to enable independent access at any time, including during emergencies.
2.3. All railway station and tram stop platforms must be fitted with hazard TGSIs on the sure-line and directional TGSIs at the platform exit and entrance, as a matter of priority.
2.4. Waiting places at railway stations, tram and bus stops must be accessible for all users, including the provision of accessible infrastructure that ensures good amenity, safety and protection from the weather.
2.5. There must be clear wayfinding mechanisms, pedestrian crossings and accessible pathways between all train stations, tram stops and bus stops and the surrounding pedestrian environment.
2.6. There must be clear measures to actively ensure that regional, rural and remote public transport services keep pace with the level and distribution of accessible vehicles and infrastructure in metropolitan areas.
3. Service Information
3.1. All railway station platforms and all major bus and tram stops must have visual displays and audible announcements.
3.2. Public transport agencies and operators must adopt a best practice approach to uniformly accessible signage and timetables, attending to print size, colour and luminance contrast, location, visibility and tactile signage.
3.3. Transport information must always be provided in a variety of accessible formats and include information about accessibility features.
3.4. All government and transport operator websites must adopt a best practice approach to website information by incorporating the latest W3C guidelines.
